Holger Mlynek is a counsel in our resources and infrastructure practice
Holger specialises in advising national and international clients in relation to complex infrastructure and transport projects.
He focuses on advising consortia and banks in relation to public private partnerships in the federal trunk road sector, and on advising rail transport operators, rolling stock manufacturers, banks and investors in relation to projects in the railway sector (in particular in the German regional passenger rail transport sector). Holger has a wide-ranging expertise in advising on contract law matters (e.g. project, EPC, operating, transport service, supply, maintenance and repair contracts).
In addition, he has particular experience in national and EU public procurement law, including advising public clients in relation to the planning and implementation of tender procedures, and advising applicants and bidders in relation to their participation in tender procedures. Holger also advises on rail regulatory matters. He represents clients both out of and in court.
